World Customs Organization Hails Dubai Customs’ “E-Commerce Platform” in Trilingual Report

Dubai: A Global Gateway for Digital Commerce and the New Economy
In a new milestone underscoring Dubai’s global leadership in customs innovation, the World Customs Organization (WCO) has issued high praise for Dubai Customs’ pioneering cross-border e-commerce platform in a special trilingual report published in English, French, and Spanish. The report recognizes Dubai Customs as a global benchmark in digital transformation, highlighting how effective policy frameworks, robust public-private partnerships, and cutting-edge technology can successfully modernize customs operations while strengthening border controls.
This international recognition reflects the rapid expansion of the UAE’s e-commerce sector, which has generated significant employment opportunities and advanced the nation’s strategic growth vision. Notably, Dubai has seen substantial increases in both maritime and air cargo volumes—key drivers behind the D33 Economic Agenda, which aims to position Dubai as a leading global hub powered by logistics and digital commerce.
The UAE’s e-commerce market continues to demonstrate robust momentum, reaching AED 32.3 billion (USD 8.8 billion) in 2024 and projected to grow to AED 50.6 billion (USD 13.8 billion) by 2029. To support this trajectory, Dubai Customs is targeting the onboarding of 20%–30% of low-value e-commerce shipments onto its dedicated platform. Through strategic collaborations with multinational courier companies and small-to-medium enterprises (SMEs), the initiative ensures that all stakeholders benefit from enhanced trade facilitation measures. The platform’s reach already extends regionally, supporting e-commerce clearance channels across the Gulf Cooperation Council (GCC)—a move fully aligned with the D33 Agenda’s goal of doubling Dubai’s economy within a decade, propelling it into the world’s top three economic cities and among the top five global logistics hubs.
Commenting on this global achievement, Juma Al Ghaith, Advisor to the Director General of Dubai Customs and Chief Executive Officer for Artificial Intelligence, stated, “The WCO’s commendation reflects the profound transformation Dubai Customs is driving in trade and e-commerce, and embodies the visionary leadership that positions Dubai as a city of the future and a global nexus for the new economy.”
Atiq Al Muhairi, Executive Director of Customs Development at Dubai Customs, added, “Our e-commerce platform represents a quantum leap in cross-border trade facilitation, setting a new global standard. By strengthening coordination between government entities and shipping carriers, it enables businesses to comply with customs requirements faster and more efficiently, while seamlessly aligning logistics infrastructure with the dynamic flow of e-commerce traffic.”
He further noted, “As highlighted in the WCO report, this platform exemplifies how technology, when strategically deployed, can powerfully accelerate global trade.”
